To avoid confusion I propose to reserve my

observations until I receive repetition of Governor

of Hong Kong's reply to Colonial Office telegram.

Disbandment of General Lung's troops at Canton

may afford us some useful material. I have suggested

to Govemor that he should consult Consul General

at Canton who had wide experience of Chinese

emigration in South Africa.
